On April 19th, 1783, a manifesto of Catherine II. on the annexation of the Crimea was published.

The constant threat from Turkey forced the construction of strong fortifications on the southern borders of the Russian Empire. This diverted the forces and resources of the state for the development of the border areas.

The complexity and instability of the political situation on the Crimea led to the decision to annex it to Russia, which would complete the territorial expansion of the empire southward to its natural borders and create a single economic region – the northern Black Sea region.

Thus the Crimea got a stable political, legal and social base for all its inhabitants and permanent protection from the Turkish threat.
