Description
In 1715 the first military code of punishment and military procedure was published in Russia – the Military Article!, developed by Peter I. – the GREAT. Questioning the expediency of the king’s and his government’s actions was considered a criminal offense. Criticism of the autocrat was not allowed: “His Majesty is an autocratic monarch who should give no answer to anyone in the world about his affairs.” The investigation of the offender (with torture rack and whip) and the subsequent punishment were not difficult with such a legal basis.
The grounds for prosecution were: “theft of the imperial decree, foul language during the reading of the decree, failure to remove one’s hat during the reading of the decree, keeping forbidden manifests in the house, loud expressions of sympathy for a punished criminal, failure to observe calendar days without good reason, insulting the image of the emperor, tearing up the decree, claiming one’s title as royal, interpreting the imperial decree in a manner other than that intended by the ruler.”
